Sir,
With reference to my despatch No.656 of
21st October, 1937, I have the honour to invite
your attention to your secret telegram No.192 of
4th October, 1937, regarding the sinking of
fishing junks.
2. My Executive Council was strongly of the
opinion that a Commission with personnel equivalent
to that of a Marine Court, as I had originally
contemplated, would be inadequate for the purpose
of such an important enquiry.
