I have received unofficially verbal reply to the
effect that the Japanese authorities consider "legitimate
unloading" comprises cases in which junks or lighters go
direct into harbour off which steamer is lying and discharge
all their cargo. in that port.
Illegitimate unloading comprises cases in which these craft tranship cargo into another steamer or take it along
the coast to some other port.
I understand that I am to receive unofficial written
reply in the above sense.
