United States Government inform me that refugees from
Shanghai will of course be received at Manila. accommodation is not however expected to suffice for influx of United States citizens and emergency accommodation is
accordingly being prepared. Thus some at least of facili-
ties such as shelter and Commissariat will have to be on e
emergency basis. If His Majesty's Government with full understanding on their part and on that of their nationals or this fact choose to send British refugees to Manila effort will be made to see that they be cared for on the same
basis as United States refugees,

United States Government assume that so far as
practicable usual passport visas will be obtained. They would also like to have if possible advance notification to
enable them to inform authorities in the Fhilippines of
impending arrivals and would prefer to receive this through me here though they appreciate that in the emergency notifica-
tion may have to be made locally in Shanghai.

State Department official who made above communica-
tion to me said it would be helpful to them vis-à-vis Treasury
to have assurance that His Majesty's Government would make
funds available for expenses to be incurred in the Philippines.
