Dear Wardley,
Bevir has asked me to send you copies of
Celegram Letter
the two letters enclosed, in case you have not seen
them.
We have had an urgent reminder from Hong Kong
and a refusal to meet the Governor's request in any
way creates obvious difficulties, especially as the
Foreign Office do not appear to think that the early
return of the refugees to Shanghai would be practicable.
Bevir will ring up early on Monday to discuss
this.
