Dear Compton,
Further to Atkins' letter to you of the 20th August, regarding the loan of War Department stores at Hong Kong, I am writing this to let you know that we are cabling the Command that the charge to be made for loans should be assessed on the basis of recovering full costs. This will include actual depreciation in value, as assessed by the local Ordnance authorities, and will include damage, loss or repair costs, and also costs of transport and of handling in and out of the Depot.
I am sending a copy of this letter to the Private Secretary at the Colonial Office with reference to their telegram No. 53838/37 of 16th August addressed to the Officer administering the Government of Hong Kong, a copy of which was enclosed with your note to Bovenschen of the 18th August.
