The original standard rates of $5.00 a day for adults
and $3.00 a day for children under 15 had to be reduced to $3.00
for adults and $2.00 for children. At these rates the full
cost would be recovered if everyone paid provided the proportion
of adults to children was at least 483: 517. In fact, adults
are considerably in excess of children. It is not possible,
however, to reduce the rates further and I do not think any
attempt should be made to do so especially as we still have
several additional contingent liabilities.
The cost of running Lai Chi Kok has been reduced as
far as possible. With the reduction in numbers, I have reduced
staff and curtailed salaries.
Approximately it is now costing about $17,500 a month.
with about 250 inmates; which comes roughly to $2.33 per head
per day.
Central British School is costing a further sum of about
$5,000 a month; and persons in private premises about $4,000 a month.
The continuing cost is therefore about $26,500 a month.
With regard to repayments by refugees the sum of 28,337.52

474 Debit Notes had been issued to that date (a further

Many of these debit notes had to be cancelled as a result of
personal interviews with the refugees, and further notes for
part payment only were in some cases issued.

So much depends on how much longer the refugees
will be here and the state of business on their return to Shanghai.
