It appears likely that Japanese ? force may lond
during latter half of December north of the Colony's northern
border with the object of cutting Kowloon Canton railway and
possibly attacking Canton. Such action would very probably
cause double influx of refugees into the Colony whence
evacuation would be difficult.
While I am willing to afford shelter to as many
genuine refugees as the interests of the Colony would permit,
considerations of food supply and public health require
prevention of excessive influx.
Existing legislation (Ordinance 8 of 1934 Section 7)
specifically excludes Chinese from immigration restrictions.
In the circumstances I propose to take powers by provlamation
under Section 6 of Crdinance 10 1886 and to issue mergency
Regulations under Ordinance No.5 of 1922, effect of which
would be to prohibit immigration of persons of all races
except under permit. Regulations would not be brought into
force until number of refugees rendered it necessary but
