My telegram No. 557 Saving.
The press is full of speculation as to the steps which is
Majesty's Government will take in the matter of the attack on Sir H.
Knatchbull-Hugessen. There is considerable recognition for the self-
control of British newspapers, but the leading article in "The Times"
of August 27th has of course attracted much attention and is labelled
by the "Volkischer Beobachter" "A bitter attack on Japan". The
"Deutsche Allgemeine Zeitung" goes so far as to suggest the applica-
tion of economic pressure upon Japan, but in general the attitude is
one of expectancy.
As against this the "Berliner Tageblatt" publishes an article
by Utto Corbach entitled "Dealing with the Have Nots, Japan and the
Anglo-Saxon peace system". Though it makes no specific mention of
recent events in Shanghai this article's appearance at the present
moment is scarcely fortuitous. It is on familiar lines and consists
of an attack upon Anglo-American policy towards Japan. Japan has been
denied both raw materials and markets. She has been subjected to
continual threats of economic pressure and so on. The article concludes
with the somewhat surprising argument that Japan should not be blamed
for invading China because many other Powers are already in possession
of large slices of the historical Chinese Empire, i.e. France in
Indo-China,....
