For appointment as Auditor of Hong Kong with
salary at the rate of £1,350 with free quarters
reckoned at £150 a year for pension purposes, to
fill the vacancy which will be caused by
Mr. Collisson's retirement, I recommend Mr. A.
Pollard, Auditor, of Northern Rhodesia since
March 1935.
Mr. Pollard, who is 44 years of age, has
served as Assistant Auditor in Tanganyika
Territory and Kenya, as Auditor of the Windward
Islands, as Senior Assistant Auditor Uganda,
and
as Auditor of Trinidad and of Northern Rhodesia.
In Trinidad the Colonial Government thought very
well of him, but he has not gone down so well
with the Government of Northern Rhodesia, where
Mr. Dundas considers him "over meticulous even for
an Auditor" and apt to give offence unnecessarily.
He certainly has criticised the proceedings of the
Northern Rhodesia Government on many matters, but
I consider that he was only performing his duty
in doing so, and that the manner in which his
queries were treated by the Administration was
sometimes not calculated to prevent friction.
In fact he, like previous Auditors, has had a
difficult job in Northern Rhodesia, and I consider
that he deserves this promotion, and in the more
mellow conditions of audit in Hong Kong should
do very well there.
