I have the honour to refer to Mr. J.H.

3/53723/36 Thomas' despatch No.82 of the 12th March, 1936,

and to the correspondence which has since ensued

regarding the revision of salary rates in this

Colony and to enquire, with reference to paragraph

10 of Mr. Thomas' despatch, what action was actually

taken in the African Colonies as regards the

application of the new scales of salary to serving

officers.

I may say at once that in my opinion no

attempt should be made in Hong Kong to apply any of

the scales set forth in the first enclosure to my

despatch No. 138 of the 9th February, 1937, to serving

officers. These are all time-scales, or upper storeys

of them, and I feel that to apply them to existing

Civil Servants would interfere too greatly with

their reasonably anticipated prospects to admit of

justification. I do not therefore desire to explore

that possibility.

As regards the appointments listed in

Enclosure No.2 of my despatch No. 138 the position is,
