3. While I appreciate Mr. N.L. Smith's

regard for the interests of the Cadet

Service in Hong Kong, I would prefer that

you should consider for yourself the questions

the

raised in Mr. N.b. Smith's despatch under

reference and submit to me such conclusions

as you may then reach. I will then be

prepared to give careful consideration

to any recommendations which you may have

to make for giving reasonable assurance to

Cadet Officers as regards their prospects

in the Public Service in Hong Kong.
