reduce the number of super-scale posts to

which members of the Administrative Service

may be appointed.

It is probable that in

the near future the Director of Education will

no longer be a Cadet officer, but that the

post will be held by an officer of the

Educational Service, and other posts may, in

course of time, be filled from outside the

Administrative Service in a similar way.

This change appears to be inevitable,

however, and if there were maintained a fixed

number of appointments carrying super-scale

salaries, there would then be the anomaly

of an officer with a super-scale salary serving

in a comparatively minor capacity because

there is no longer a senior post open for him

to fill. I fear that the Administrative

Service may have to resign itself to a gradual

restriction of opportunities for promotion to

senior posts in Hong Kong, and accept what

compensation is offered by opportunities for

transfer in the Colonial Administrative Service.

? Acknowledge and say that

Sir Andrew Caldecott's proposals have been

adopted after full consideration and in the

light of conditions existing elsewhere in the

Colonial Administrative Service. The S. of S.

appreciates the regard which the 0.A.G. must

feel for the Service in which he was brought

up, but he regrets that in view of the decision

already reached it is impossible to alter the

new salary scheme which has been set up.
