As regards the Police, the

present time-scale runs right through 400 £1300
without a promotion bar. The new scale has a
promotion bar at £910 which divides the staff
into two separate grades. If it is the intention
that the existing staff should immediately be
organised into two grades irrespective of salary,
I presume that an officer, allocated to the lower
broild
grade, on promotion to a post in the higher grade
van receive no special increase in pay but would
go on progressing up the old time-scale in the
ordinary manner. If, however, his salary on the

old scale prior to promotion is less than he
