In paragraph 9 of our despatch (No.3.on

the 1936 file) we informed the Governor that we did

not wish to press for the additions to pensions scheme

in the case of officers who retired on the ground of

ill-health which had been adopted in West Africa if he

any

saw objection. He now replies that he is of the

opinion that the existing rules in Hong Kong are

sufficiently generous, and presumably we may leave this

matter to his discretion. We also suggested that

rules for the payment of death gratuities should

conform to the usual practice of the Colonial Service

i.e. that they should be payable in the case of all

confirmed officers and not only when the officer has

completed five years' pensionable service. The

draft Bill which is enclosed in (1) will effect this

and subject to legal obsons. we may wait for the

Ordinance to be forwarded to us.
