to his eastern experience,

that he would certainly be put in charge in

due course and they think well of him. His

work has been in Nottingham, where his senior officer has given him much independent work. He has been advising local education authorities, municipal and county, regarding senior and central schools and talked intelligently on

the subject. He has taken English and science

courses in the Board of Education short courses

for teachers, and has recently made a special

study of retardation, and has added educational

psychology to his "subjects". Age 47, married,

but would not take his wife out to Hong Kong

with him. He has visited Hong Kong, but do es

not know it well. He had not contemplated an

application for oversea work before the Board

of Education wrote to him about Hong Kong.

he seems to feel irresistibly drawn towards

further work in the East. He is much attracted

by the prospect and feels no doubt on the score

of health.

Sir Andrew Caldecott was inclined,

subject to further consideration, to prefer him

and attached considerable value to Mr. Cuttle,/though he admitted that secondary

education problems in Malaya were very different

from Hong Kong problems, and also to his

personality and reputation in Malaya. Mr.

Gent and I were most favourably impressed by

Mr. Nicol, but felt doubtful on the score of

health. We questioned his stock of energy and

driving power in a climate admittedly difficult

for part of the year. I felt also that his

educational experience in this country was
