Please see my minute of the 1st of June on
this file explaining how, through a misunderstanding
of No.13 on 53625/36, we came to offer the appoint-
ment of official Receiver in Hong Kong to Mr. Howard-
Flanders. He saw Mr. Gent and myself this morning
and has now declined the offer in a letter on his
Personal file which is in circulation. We need not,
I think, look further than Mr. L. R. Andrews who is
recommended by Sir A. Caldecott for the appointment
of Official Receiver. That post is now to be
regraded from £1000-£1200 to the new time scale of
£700-£1150, and on its new basis is little more than
a minor adjustment of scale of salary for Mr. Andrews
who would, in any event, be a useful competitor
for it on the higher rate of pay.
? Approve the Governor's recommendation
including the proposal in regard to salary and incremental date, and alter the vacancy form (at
present attached to 783 Promotions) to one for an
Assistant Crown Solicitor and remit this to
M Whyatt $3804) Appointments.
