The Department appears to be too self-
contained and independent of the rest of the Faculty.
A Professor of Education is unnecessary and an efficient
Master of Method would suffice for practical training.
The Committee envisage a Faculty that would
specialise in political theory, mainly in its historical
and evolutionary aspect. It is felt that this would go
far to establish contact with, and provide something of
value to, China.
Salaries.

The present scale of salaries is considered
to be too high. Rates should approximate more closely
mutatis mutandis, to those paid in the United Kingdom. It is proposed that the age at which a Professor will
normally retire will be fifty-five, but that should
the University require his services, he would not be
released until sixty.
Organisation.
The existing situation appears to be too
"democratic" and cumbrous.
The Vice Chancellor should
be given definite authority to give orders to his staff

and to enforce them. The Senate should be rigidly
confined to academic matters.
The machinery for removing an incompetent
lecturer appears to be unnecessarily cumbrous and the
grounds on which he can be removed should be extended in
practice.
Miscellaneous.
The old tradition of China in the aim of
education still persists: the passing of examinations
is the ultimate goal.
