the weekness of the Vice Chancellor who has allowed the authority
to pass entirely into the hands of the Governor and of the bank.
He has attempted to conciliate these interests by yielding to them,
haring their views, and by doubting the value and the future of
th University as an institution that might serve China. His
appointment was chiefly due to the fact that he was at school with
Stubbs of Ceylon, who was Governor at the time and who wanted a
docile person by way of reaction from Sir William Brunyate, who
went to the opposite extreme and tried to dominate everyone else.

They do not really want a University but xxx an institution called
a University conducted like a bank with ictatorial powers in the
hands of the head who will be at liberty to dispense with the
services of anyone whose views are not exactly what suits head.
How could there be complete freedom of thought and freedom of
discussion which is es vital es fresh air to a University in the
threat of dismissal i suspended over the heads of those who
exercise it. The statement in the Report almost jars 0e when rend
in conjunction with that follows. We feel and feel very strongly
that if the institution is restricted in the way that the Report
suggests then the name University should be eliminated end it should
be called a College of Medicine, a Technical College and a Chinese
School of Studies.

It is the largest professional group in the Arts De artment and
will have between 60 70 in September unless this report destroys it.
