Apart from the Governor-designate, who

not been formally approved yet by the Council of

the University, but the name of Dr.Sloss (see

53805/37) has been strongly recommended to them by

the Universities Bureau here. As soon as he, or

some other, is appointed, he should without delay

be taken into the C.0. confidence about this problem.

Dft. of tel. herewith for conson.

Professor Forster's letter is a deplorable

production: it suggests that he suffers from

'persecution mania'. He talks about bringing an

action for libel against the Committee - on what

-

grounds is not clear but his own suggestion that

the Committee were actuated by a desire to revenge

themselves on him for withdrawing his account from

the H.K. and Shanghai Bank is so outrageous as to

suggest doubts of his sanity.

Obviously there is little hope of calm

consideration of this question but the proposed

telegram may quieten things down.
