I have the honour to address you with regard
to the vacancy caused in Class I of the Hong Kong Cadet Service by the retirement of Mr. M. J. Breen, which was
the subject of correspondence ending with my despatch
No.241 of the 30th March, 1937.

The senior officer in Class II is Mr. J. A.
Fraser, and in the light of past confidential reports on
his work and of my own knowledge of it and of him I
confidently recommend him for promotion.
3. You will have by now received my air mail
despatch No.208 of the 11th March, 1937, in which I
reported my inclination to the view that promotions to superscale posts should henceforward be subject to the
new Salary Scheme.

I did not however intend this opinion to
apply to a promotion to a vacancy which had already
occurred. In fact I consider that it would be highly
undesirable at this juncture to appoint any Cadet
officer specifically to any of the posts scheduled in
Enclosure No.2 of my despatch No.138 of the 9th
February, 1937. The reason is that I anticipate the
likelihood of my successor finding it advisable to
make certain changes in the present staffing arrangements
