I have the honour to confirm my telegram
No. 101 of the 7th June, 1937, which reads as
follows:-
35356436"Hong Kong Despatch No. 584, 7th October, 1936.
Now request that if possible two Cadets be
recruited in 1937. Despatch follows".

As you are aware Cadet Officers recruited
for this Colony are obliged to spend two years in
the study of Chinese in addition to the initial period of training in England. Officers recruited in 1938 would therefore not be normally available
for duty until the Autumn of 1941.

When the question of recruitment was under
consideration in connection with the preparation of
the Estimates for 1937 it was thought advisable, in
view of the uncertainty of the position at the time, not to ask for any new Cadet Officers, and this decision was brought to your notice by Sir Andrew 3/53564|36 Caldecott's despatch No. 584 of 7th October, 1936.

I have now given the matter further consideration and have reached the conclusion that postponement to 1938 would mean taking risks which are no longer justified by the financial position.
The number of administrative officers now
in the Service is thirty three, and as far as can
