Sir,

With reference to your telegram No. 114 of 23rd July, 1937, regarding the difficulty of

obtaining in 1937 a sufficient number of

suitably qualified candidates for the Colonial

Administrative Service, I have the honour to confirm my telegraphic reply No. 127 dated

26th July, 1937, which reads as follows:-

"Your telegram No. 114 Cadet Officers

minimum requirement current selection one.

Despatch follows by air."

As regards the number of Cadets likely to be required by this Colony from the selections of 1938 and 1939 respectively, as at present advised I am of the opinion that we shall require two officers in each of these years. In this connection, however, I would invite reference to my despatch No. 413 dated 14th June, 1937, which sets out the difficulties experienced in this Colony in framing advance estimates

of requirements in administrative personnel.
