I have the honour to refer to Mr. J.H.
Thomas' Confidential (2) despatch of 23rd March, 19361936, on the subject of the local Naval Volunteer
Enclo. No. 2.
Defence Force, and to inform you that, after
further consultation with the Hong Kong Naval
Volunteer Force Committee, I do not now see any
objection to the enacting of an Ordinance on
the lines of the second model.
2.
I have, however, considered it advisable,
in the interests of security, to explain to
employers the implications of Section 4 of the
draft Bill of which a copy is enclosed, and I
have accordingly caused the local General Chamber
of Commerce to be addressed on this subject in
the terms of the second enclosure to this despatch.
3.
If the draft Bill is favourably received by
employers I propose to seek your authority for its
introduction into the Legislature.
