With reference to Mr.Cowell's semi-official letter

of the 29th November, No.53685/37, regarding the draft Bill

concerning the Hong Kong Naval Volunteer Force, I am

commanded by My Lords Commissioners of the Admiralty to request that you will inform the Secretary of State for the Colonies that, while they would have preferred that the

Schedule to the Bill should follow the wording of the Schedule to Naval Ordinance No.2, they feel that the extent

to which the Naval Discipline Act should apply to the Force during such time as it has not been offered and accepted for general service in the Royal Navy is primarily a matter for

the Hong Kong Government.

My Lords concur generally in the comments on

certain parts of the Schedule, which are contained in the

note which accompanied your letter of the 13th July, No.53685/37, but the amendments indicated in the Appendix

to this letter would seem to be necessary if complete effect

is to be given to what appear to be the wishes of the

Hong Kong Government.
