I am inclined to advise the selection of

Mr.Flippance; he is personally known to me, a nd

although he never worked under my direction

while I was in Malaya I have had opportunities

of seeing something of his work and consider that

he would probably do reasonably well. He has the

great advantage of knowing Far Eastern conditions.

None of the others possess this considerable

advantage.

Mr.Gomez and Mr.Harcourt have only West Indian

experience and I doubt whether the former really

has the specialised horticultural and forestry

experience which this particular post requires,

while Mr.Harcourt would probably do better

where there was more scope for his administrative

abilities. Moreover taking into account the

difference in the cost of living in Hong Kong and

the Leeward Islands I doubt whether the increase

which the post affords would be considered

adequate in practice at any rate on the

commencing salary.

Mr.Martyn's impediment in speech would probably

be an insuperable difficulty especially as the
