I have the honour to address you on

the various points referred back for my

consideration in your Confidential Despatch

dated the 1st January, 1937.

The stipulation suggested in your

third paragraph was understood both by the General

Officer Commanding the British Troops in China

and by myself to be implicit in the last sentence

of paragraph 2 and the first sentence of

paragraph 10 of my Confidential Despatch dated

the 25th November last. His Excellency has now

been good enough to confirm this implication

and the stipulation stands therefore as you

suggest.

I now pass to the suggestion contained

in your fourth paragraph; which reflects, I am

afraid, an insufficiency of clarity in my previous

despatch. The purpose and, I submit, the effect

of setting a maximum figure of $975,000 in the

penultimate line of paragraph 2 of that despatch

was not to accept any liability on behalf of the
