dwelt upon in the three Memoranda by the Colonial
Secretary, the Financial Secretary and the Director of
Public Works, copies of which were forwarded with my
despatch No.598 dated the 23rd September, 1937. An
exposition of the policy adopted in framing the Estimates
is contained in the speech made by the Colonial Secretary
when introducing the Bill, a copy of which is already
in your hands.

It will be observed from paragraph 13 of the
Financial Secretary's Memorandum that the revised estimate
of expenditure does not take into account the expenditure
which will be necessary to repair the damage caused by the
disastrous typhoon of September 2nd, 1937, and I may add
that neither does it take account of the expenditure
resulting from the Cholera epidemic. It is feared that
these two visitations will cost the Colony well over
$600,000.
6. In spite of, or perhaps to some extent because
of the present abnormal conditions, revenue shows no sign of diminishing, and already exceeds by some three
million dollars the proportionate amount of the original
estimate for 1937.
