It would appear that the margin of
available surplus funds is therefore
very narrow, and if, as is estimated,
the surplus of assets were to fall to
approximately $9,000,000 by the end of
1938, tais method of finance could not
be continued. I would accordingly
suggest that consideration should be
given to the possibility of making a
further issue of the loan as soon as
fr forrowing
an opportune moment, arrives, though it
is possible that in the existing otate
may
of uncertainty this moment has not yet
gont
annived. The matter should, however,
should
be kept in view and I anall be glad to
have your observations upon it at an
early date.
