(a) Mr. M.K. Lo suggested that water charges were

excessive, and the Water Department should be made into

a separate authority balancing expenditure and

revenue. The Financial Secretary is investigating

this matter.

(e) Adverse comment was also made on the excessive

number of police arrests of hawkers and of the

proportion of prison population which was formed by

hawkers.

(f) The method of the Medical Department in

dealing with the cholera epidemic was also criticised.

In detail the changes in revenue and

expenditure for 1938 are set out below.

Most of the heads of revenue show considerable

increases over the Approved Estimates for 1937, but

approximate very closely to the figures for the

Revised Estimates for that year. The only considerable

decrease is under Head 9, Miscellaneous, and is due to

the non-recurrent item of the Trade Loan of $500,000

in 1937. The estimate for the Post Office shows a

considerable increase over the estimate for 1937, but

a decrease compared with the Revised Estimate for that

year, due also to a non-recurrent item, i.e. the sale

of Coronation stamps. The general increase estimated

is a reflection of improved economic conditions, but

may be deemed conservative in that the Estimates show

little
