Postmaster General.
With reference to the second paragraph in my reply to
the Postmaster General's minute of 13th November, 1936, in
connection with the defalcations by the Radio Office Shroff,
Chan Yik Shing, I wish to amplify my statement which I find
on reflection does not correctly convey what I meant to state.
I verified the total payments into Bank as per the
paying-in slips not "with the total takings as entered in
detail in the Cash Book" but with the summary prepared by
Mr. Ribeiro of the Accounts Department
This summary is recorded in a separate book kept in
this department and is made up of the total cash takings
as shown in the individual abstracts for each station and
of the amounts collected in respect of the monthly local
accounts as entered in the Radio Cash Book.
As soon as I satisfied myself that the grand total of the summary agreed with the total payment into Bank I signed the paying in slips and handed them back to Mr. Costa.
Similarly in the fourth paragraph of my report dated 18th November, 1936, to the Postmaster General the words "abstracts and Cash Book" should be deleted and replaced by "summary prepared by Mr. Ribeiro of the Accounts Department". As already explained I did not verify the payments into bank with these books but with the summary
referred to above.
If my original statements are misleading I deeply regret the fact and ple ad in extenuation that they were written under the stress of the circumstances at the time.
