that anything was amiss.
7. The matter was brought to the notice of Mr. Mills by Mr. Ribeiro (Civil List page 116, Class I, No.4) when no afternoon paying-in slip was received from the Radio Office. Mr. Mills then ascertained that the morning money had not been paid into the Bank and that the shroff was absent. He reported to me and I immediately got in touch with Mr. Perdue, Deputy Inspector General of Police, who sent Sub-Inspector Flattery to
investigate. I meantime took Mr. Fitches, Assistant Superin- tendent of Mails (formerly Detective Sergeant) off his office duties and put him on to the case.
8.
Mr. Kemp, Superintendent Radio Office, has for some time been engaged, in addition to his office duties, on the new Wireless Station at Kaitak, and he was there yesterday afternoon. The post of Asst. Superintendent has been left vacant for years owing to the prospect of the Merger. I personally went over with Mr. Kemp some time ago the arrangements at the Radio Office for the collection, custody and conveyance to the Bank of money collected. The system in force appeared to be satis- factory but I was unaware that the paying-in slip was not checked on the shroff's return. The supervising staff has however been pruned down to what is finally below a safety margin. In the event no action was taken by anyone in the Radio Office to see that the money had been paid in or to report the subsequent absence of the shroff. The Traffic Superintendent's explanation is appended.
