Mr. Bridges said that while the Treasury recognised that

under the strict letter of the Agreement of 1901 the Hong Kong

Government were under no liability to the Air Ministry they did

not think it unreasonable that that Government should be asked to

provide land for R.A.F. purposes on specially favourable terms

(1) having regard to the changed conditions since the 1901

Agreement which took no account of R.A.F. requirements; (2) the

greatly increased security, apart from the economic benefits,

accruing to the Colony from the introduction of an air garrison;

(3) the general understanding that a Colony's obligations in
