While it is appreciated that

the payment of premium, which is a normal

requirement in the case of a lease of

Crown land to a private person in

Hong Kong, has not been demanded in recent

cases of the lease of land to the Air

Ministry for the use of the Royal Air

Force, it has been suggested in the course

of the discussion between departmental

representatives that, if the repayment

by Government of all or part of the premium

originally received from the expropriated

holder of the land is included in the costs

of resumption which are paid by the Air

Ministry, this in effect amounts to the

payment of a premium by the Air Ministry in

such cases.

At present I understand that, if

the land being no longer required for the

purposes of the Royal Air Force were

surrendered to the Colonial Government before

25 years had elapsed, a proportionate

repayment
