In other cases where a premium was paid, and is
included in the costs of resumption paid by
the Air Ministry, it would apparently be
difficult to determine the amount of this
payment, and I am inclined to agree that to
forgo this sum would represent a cash
contribution to Air Ministry funds which is
instqua.
In any case the concession now
scarcely
proposed appears to me to remove a major part
of this grievance. The proposal is briefly
that in the case of the Triangular Area, the
Officers' Mess aite at Kai Tak, and all
subsequent leases of land to the Air Ministry,
including the Pat Heung site and the proposed

Ha Tsuen site, (should provide not only for a
proportionate repayment of consolidated Crown
rent to the Air Ministry if the land is
surrendered to the Colonial Government before
the expiry of the term of 25 years, but also
for payment to the Air Ministry of the then
value of the land as determined by the Land
Officer. The value of this depends of course
upon whether it is likely that the land will
in fact be surrendered to the Colonial
Government before the end of the 25 years'
lease, and it is probable that in many cases
this will not occur. In this case the
concession would have little value. I think,
however, we should ask the Air Ministry
whether they are prepared to agree.
