With Mr. Howard I attended the meeting at
the Treasury on the 13th, at which were present one representative of the Air Ministry and six representa-
tives of the War Office. For our part, we explained
that having regard to the settlement of the defence contribution question between H.M.G. and Hong Kong which was embodied in the Ordinance No. 1 of 1901, there could be no question of our regarding the Colony
as under an obligation to provide lands free for the Air Ministry. We also explained the circumstances in which certain War Department lands were from time to time exchanged, surrendered, etc., with a consequent credit or debit in a Military Lands Account without an
actual cash transaction. We could not admit that this
arrangement would in itself justify the creation of an Air Ministry Lands Account on the same lines.
Turning then to the question of whether,
and if so in what form, the Colonial Government might
be invited to make concessions to H.M.G. in the terms on which the use of lands could be obtained by the R.A.F. in Hong Kong, the Treasury and War Department criticised the present charge made by the Hong Kong Government of 25 years' Consolidated Crown Rent.
