Dear Sir Hughe,

I take the liberty of addressing you on the subject of the status of Chinese residents in the Kowloon

City. First of all, allow me to refer to Dr. Lo Wen-kan's note to Sir Miles Lampson dated July 27, 1933, the latter's reply dated August 6, 1933, Mr. Wang Ching-wei's telegram to Sir Alexander Cadogan dated June 26, 1934, the British Legation's memorandum dated August 14, 1934, the Ministry's memorandum dated September 7, 1934, Sir Alexander's note to Mr. Wang dated August 5, 1935, General Chang Chun's note to Your Excellency dated October 26, 1936, and the Ministry's memorandum dated November 28, 1936, all bearing on the unpleasant arising out of the compulsory measures adopted by the Hongkong Government for the removal of Chinese residents from the Kowloon City.

It was stated by your predecessor, Sir Alexander Cadogan, that the Governor of Hongkong had not issued any notice setting a time limit for the evacuation of the in- habitants in question, that he had merely communicated to them the terms of a generous offer which was accepted by them, and that there was no question of breach of treaty stipulations.
