It seems ridiculous that the whole scheme

should be held up for the sake of four houses whose

owners have been offered what appears to me to be

quite adequate compensation.

While the general question of Chinese

jurisdiction is to be discussed with the Foreign Office

and War Office (see 15) I see no reason why the Hong

Kong Government should continue to hold up the slum

clearance scheme H. M. Ambassador, in spite of his

objections on general grounds, considered that to hold

up the scheme would be undesirable (see paragraph 3 of
