The project for the evacuation of part of
the city of Kowloon has aroused opposition on the
part of the Waichiaopu.
Their real objection seems
to be largely political, but the Governor has suspended
action pending the instructions of the Secretary of
(End 3)
State for the Colonies. He now forwards correspondence
scheme regarding the elaim and states the present position.
There would seem to be no great urgency
about the matter, since he states in enclosure 3 that
"sanitary requirements are sufficiently met for the
time being". Nevertheless, it seems definitely
undesirable that the work should be held up for long.
There are two grounds of complaint.
The
most important, in my opinion, is (a) that the
inhabitants of the evacuated area are suffering
hardship from their removal. Here there is a direct
conflict of opinion, since the Waichiaopu states,
(see page 2 of enclosure 3,) that petitions have been
addressed repeatedly to the Ministry and to the
Commissioner at Canton imploring protection of the
legitimate interests of the inhabitants. The
Colonial Government, on the other hand, deny that
those concerned are suffering any hardship, and the
detailed statement (enclosure 6) by the District
Officer, bears out their contention, as far as I
can judge. In fact I think it is probable that the
compensation offered has left far fewer malcontents
