PARAPHRASE TELGRAM from the Officer Administering the

Government of Hong Kong to the Secretary of State for the

Colonies.

Dated 26th August, 1937. Received 7.35 a.m., 26th August.

(42-45)

Important.

No.159. (40)

My telegram of the 24th August Secret.

Authentications for munitions are now being

received again from Embassy and I would therefore cancel my

latest recommendation and would be inclined to continue to

Popinsist

Aned (47)

Conry to

st on individual authentications and Huchaos. Congestion Congestion here and inconvenience of storage I consider to

be outweighed by importance of unified policy.

Loyalty

of Canton to Central Government is by no means firm in my

opinion and position of Hong Kong might be difficult if

Canton were furnished with munitions on the strength of

Huchaos which were genuine but out of date.
