Chinese are much concerned at prohibition by United States government of carriage of arms by government owned
ships. Chiang Kai-shek told me on September 16th that he
found American attitude incomprehensible.
Chiang Kai-shek's chief secretary has informed
Military Attaché that French and German shipping is also
refusing to transport war material for China. Atti tude of
His Majesty's Government and British shipping is accordingly
being watched with greater anxiety than ever.
