Should General Kan revert to

the subject, you may tell him that, while you will do all that you can to put him in touch with British munitions firms and while His Majesty's Government will place no obstacle in the way of the export of aras to Kwangsi, provided that a Central Government "huchao" is forthcoming, it is obviously impossible to press firms to sell on creuit against their will. facilities cannot of course be afforded by His Majesty's Govern- ment since munitions of war have been expressly excluded by Parliament from the scope of the port Credits Guarantee Department's activities.
