Your telegran No. 45 of October 21st: Japanese air attack on Canton-owlcon Railway .

This would appear to have been the kind of attack on non- combatants about which representations should be made to Japanese Government. Please telegraph at once whether any Chinese military or war material were in fact being carried by or in neighbourhood

of train at time of attack and if so to what extent were they

visible from the air? were any British subjects on board and

if so in what capacity?
