Your telegram No.622 [of the 20th October; carriage of

arms to China].

1. It has been known for some time that the French

Government were resolved to prohibit the carriage of munitions of war by railway from Indo-China to China. Repeated representations have so far failed to move them from this decision, but Secretary of State may have the opportunity of speaking further to M. Delbos in trussels.

2. The attitude of His Majesty's Government in regard to

transit through British territory is not likely to be in- fluenced by French practice. Transit through hongkong will it is anticipated be maintained in the absence of unforeseen

developments.
