105. The very large increase in the amount of
munitions carried on the railway in the second half
of September shows clearly the effect of the
disturbances in increasing the arms traffic. I can
see no point in the 0.A.G. furnishing these figures
to the Japanese Consul since presumably the only
effect it could have would be to make the Japanese
still more anxious to cut off this traffic.
