I see no alternative to the action
proposed; but from any aspect the position
of Hong Kong is unenviable. Whether or not
we insist on the theoretical right to
transport arms to China through Hong Kong,
it is clearly open, and fairly easy, to
the Japanese to stop the trade matures
on the high seas,¤xx or materially to hamper
it by bombing the Canton railway; in either
case with disastrous results to the general
trade of Hong Kong. The U.S... Government
appear to have decided to jettison the arms
traffic in the hope of saving the rest of
their trade with China.
