would proceed to draw £370 per annum as from that date and 1st
January would thereafter be his incremental date.

The additional expenditure involved by the intro-
duction of the through-scale will not be large. Each officer
affected by the scale will in the long run draw as salary an
extra sum of money which, so far as can be estimated at the
present time, will amount to approximately $120. If the new
scale is introduced on 1st January, 1937, as outlined in the
preceding paragraph, the extra expenditure involved in 1937 will
amount to less than $25, though in 1938 it would rise to approxi-
mately £250. I would point out, however, that the recruitment
of European Sanitary Inspectors has been suspended and that
Asiatic Sanitary Inspectors are now being engaged at a salary
of $1200 to $1800 by annual increments of $100. At present there
are five qualified Asiatic Inspectors while seven more are on pro-
bation in training. As these Asiatics at salaries from $1200 to
$1800 replace Europeans at £260 to £430, it will not be more than
two or three years before the extra cost of the new through-scale
for Europeans is out-weighed by a saving on the cost of the
Inspectorate as a whole.
