convey to Waichiaopu is certain to cause serious disquiet

and recriminations unless it can be accompanied by an

assurance that means will be found to secure witness safe

return to Shanghai in custody. You should therefore

await reply from Hong-kong to my telegram No. 15 before

speaking to Waichiaopu.
