Government of the Colony. It has

never been maintained that this Section

applies to liquor imported for private

consumption.

Whatever may be the practice

in other Colonies it appears that in

duty

Hong Kong is paid on liquor consumed

at Government House and at Flagstaff

House, the residence of the General

Officer Commanding the Troops,

In the circumstances, the

Governor does not think it practical

to make exceptions to the present rule,

whereby all liquor consumed privately

is dutiable in Hong Kong.
