Colonial Secretary's Office,

Hong Kong,

3rd November, 1936.

Sir,

I am directed to acknowledge receipt of

your letter of 9th October, 1936, regarding the

employment in ships of certificated navigating officers

in addition to the master, and to inform you that the

Government does not consider it advisable to take the

initiative for legislation which would render the

shipping laws of this Colony more exacting than those

of the United Kingdom. I am to suggest, therefore,

that your representations would more suitably

made direct to the Board of Trade.

I am, etc.,

be

(SD.) 7. M. THOMSON,

p.Colonial Secretary.

The Secretary,

China Coast Officers' Guild,

Bank of East Asia Building,

Hong Kong.
