Dear Mr. Taylor,
With reference to our previous corres-
pondence regarding the help and advice which you
have been so good as to give to Mr. J.G. Charlton,
Assistant Government Marine Surveyor in Hong Kong,
with regard to the inspection of gas holders, he
has now been here to have a talk with me, and he
hopes to complete a report for the Colonial
Government in the next week or so. It is clear,
however, that it will be of the greatest use if
it is possible to give the Governor some idea of
the terms of the amendment to the Factories Act
which, I understand, is contemplated in this
country, relating to the question of inspection.
If that is not yet possible, could we be given,
for the Colonial Government's information, some
idea of the scope and purpose of the amending Bill?
